Working Title Consulting is Amanda and Tony Whelan.
We’ve been working alongside each other for more than 30 years. We spent the first ten of those raising our girls in Kalgoorlie and working across the Goldfields and NPY Lands — an experience that shaped how we think about people, communities and good work.
Our careers have since taken different but complementary paths across community services, disability, legal assistance, child protection, domestic and family violence, trauma-informed practice, organisational leadership and governance.
Between us, we’ve worked from frontline practice to CEO and executive leadership roles; with small community organisations and large national services; and across regional, rural, remote and metropolitan Australia.
Working Title brings those experiences together.
We’re practical people who value relationships, plain language and work that makes a difference. We listen, ask questions, say what we think and help people find ways through things that aren’t always straightforward.
We work on difficult things.
Amanda is a social worker, (with an M Buss) consultant and executive leader with almost 30 years’ experience across community services, legal assistance, child protection, domestic and family violence and services for people who have experienced trauma and institutional abuse. Amanda is proud to have supported institutional abuse survivors and First Nations communities across Australia throughout her career.
Her work focuses on the space between strategy and practice — helping organisations design good services, implement change and support the people responsible for making it work.
Amanda has particular expertise in trauma-informed practice and workforce wellbeing. In 2018 she authored a wellbeing framework and toolkit for the community legal sector called Shelter from the Perfect Storm and has delivered training and masterclasses nationally on wellbeing, psychological risk and supporting people who do challenging work.

She also spent 11 years with knowmore, working in senior and executive roles supporting the development of multidisciplinary services for survivors of institutional child sexual abuse. Amanda brings curiosity, warmth and a practical belief that good systems should ultimately make things better for the people they are there to serve.
Tony has qualifications in psychology and IT and brings more than 30 years’ experience across disability and community services, including youth, justice, housing and homelessness, and refugee settlement.
He has spent much of his career in senior leadership, including more than a decade as a disability peak chief executive. His experience spans strategy, governance, finance, project management, social enterprise, business development, and organisational change.
Tony brings a strong understanding of what it takes to turn strategy into good services — balancing purpose with people, budgets, risk and the practical realities of running an organisation. He is thoughtful, pragmatic and not particularly fond of unnecessary jargon. He likes things that work, numbers that add up and solutions that make sense to the people who actually use them. He has a unique combination of executive leadership skills, project management experience, and practical technical capability.
